I'm running out of time, so here comes the short version for the last ones (which aren't terribly controversial). Prop 78 gives the state the right to bargain with drug companies to get discounts for people who qualify for the plan. If it could potentially save the poorer people in the state money without a government dole, then it sounds good to me.
